Zuowei stressed that we are in the historical intersection period of the overall situation of the great rejuvenation strategy of the Chinese nation and the "two general situations" of the great changes that have not been seen in the world in a century. Facing rare historical opportunities and development opportunities, Southeast University must think about change and seek change in order to change the response, to change the winning and to change the strength.
Zuo Wei pointed out that we should recognize the historical position of Southeast University, on the basis of realizing the first step goal of the "three step" strategy of building a world-class university, and through the "14th Five-Year" business development plan, we should start to pursue the second step goal, and plan for the next 5, 15 and 30 years, laying an important foundation for the realization of the "1-10-100" "East dream". Zuowei pointed out that the school's "12th Five Year Plan" and "13th five year plan" career development plan has played an important role in guiding the development of the school, effectively guiding the school's various undertakings to achieve rapid development. On the basis of summing up the experience and practice of the preliminary planning, we should adhere to the principle of "leadership of the party, refining the theme, leading the goal, planning ahead, reform and innovation", and plan the construction and development of the school in the next five years against the world-class standards, the requirements of the future development of human society and the trend of the development of science and technology. He stressed that in order to achieve extraordinary development, reform is the only choice for Southeast University, so it is necessary to "change", "select" and "help":
Change refers to changing concepts, objectives, strategies, ideas, policies, mechanisms and cultures in the planning; selection refers to selecting key projects to focus on the construction of national development strategies and discipline development frontiers; support refers to supporting newer, better and achievable projects, projects in urgent need of the country, international frontiers, emerging intersection and future layout. At the same time, the planning should also achieve linkage between the top and the bottom, internal and external integration, and highlight the key points.
Zuowei also elaborated several pairs of relations that need to be handled well in the formulation of the development plan of the 14th five year plan from nine aspects: innovation and reference, overall and partial, inheritance and development, reform and stability, key and general, reality and future, state and school, the 14th five year plan and the second round of "two first-class" construction, domestic evaluation and international evaluation.

Zhang Guangjun summarized the meeting. He pointed out that the 14th Five-Year "career development planning" work will be a strategic priority throughout the whole year. Zhang Guangjun stressed that in the current situation, the epidemic prevention and control work is still the top priority and the primary task of the school.
