According to the relevant policies and regulations, although the national list of hazardous wastes does not include the solid wastes generated in the production and use of waterborne coatings, it is still necessary to determine whether the hazardous wastes belong to the hazardous wastes according to the identification standards and methods stipulated by the state. According to the preliminary investigation, the solid wastes produced in the production and use of waterborne coatings in China are large-scale, various and complex in composition. Most enterprises fail to identify whether they are hazardous wastes according to the national identification standards and methods, which has a high risk of violation of the law.
In order to effectively reduce the illegal risks faced by enterprises, the solid waste and chemical management technology center of the Ministry of ecological environment, as the most authoritative organization of hazardous waste management in China, entrusts China Coating Industry Association to organize relevant enterprises to participate in the relevant identification work as soon as possible, so as to make clear whether the solid waste generated in the production and use of water-based coatings of relevant enterprises belongs to hazardous waste.
In view of the above, China paint industry association plans to pilot projects in the field of water-based building wall coatings and emulsion, and studies the production technology, equipment level, enterprise scale, environmental management level and certification status of enterprises in the above fields. The solid waste and chemicals management technology center of the Ministry of ecology and environment will analyze the waste water treatment sludge, paint residue, emulsion residue and other waste generated in the production process of enterprises in the above fields. Combined with the inspection and identification report issued by the third party inspection unit, the final analysis report will be issued by the solid waste and chemicals management technology center of the Ministry of ecology and environment, and will be attached to the participating enterprises. List, which aims to exclude the above wastes involved in the project compliance enterprises from the hazardous waste characteristics (the enterprises not involved in the project do not enjoy the assessment impact).

Sample collection requirements: according to the scale of the enterprise, the amount of solid waste generated, and in accordance with the technical specifications for sampling and testing of solid waste.
Tariff: the cost of participating enterprises is divided into project research cost and testing cost, etc.
