In this outbreak, novel coronavirus pneumonia patients with underlying diseases are more likely to turn to severe and critical diseases, and the difficulty of treatment is even higher.
From the current situation, the prevalence of diabetes can be predicted. To do well in disease prevention, collection, treatment, joint prevention and control, leading by experts, and paying attention to grass-roots forces are all the thoughts that the new crown epidemic brought to the prevention and control of major public health events including diabetes treatment in China.
Director Tang Suchuan shared his experience and understanding in supporting the fangcang Hospital of Wuhan sports center. He said that the exercise not only strengthened the ability of medical institutions in Jiangsu Province to cope with sudden major public health events, but also made it clear that for diseases, "five chains" of prevention, health care, diagnosis, treatment and rehabilitation are indispensable.
As early as 2016, Jiangsu Province began to explore providing technical support and other guarantees for the grassroots.
In 2017, under the leadership of the grassroots Department of Jiangsu Provincial Health and Health Commission, organized by the incubation center management office and guided by the grassroots needs, the Department of endocrinology of the affiliated Zhongda Hospital of Southeast University and the Department of endocrinology of Jiangsu provincial government hospital jointly undertook the incubation work of the characteristic Department of "endocrinology" in Jiangsu Province.
In November 2019, in order to better promote the construction of incubation center of grassroots endocrine departments in Jiangsu Province, Jiangsu basic public health service technology guidance center and incubation center of grassroots endocrine departments in Jiangsu Province organized relevant experts to conduct on-site evaluation on 17 application units in the province. Build two screens and three defenses, launch the grass-roots skill competition
In order to further improve the standardized diagnosis and treatment level of diabetes in basic level hospitals, comprehensively improve the people's health service level, further guarantee and improve the people's livelihood, at the same time, in order to better serve the basic level doctors, help the clinicians to establish systematic and scientific diabetes screening and prevention knowledge and philosophy, fully practice the screening, prevention, treatment and two-way referral technology of type 2 diabetes complications According to the actual needs of primary screening and prevention station, in August 2019, the incubation center established the Jiangsu Provincial primary endocrine field incubation alliance, and launched the preparation of "two screening and Three Prevention Manual for primary diabetes in Jiangsu Province".
After more than 20 units in Jiangsu Province spent more than 9 months compiling review, multi-party consultation and discussion, the manual of two screening and three prevention of diabetes in Jiangsu Province, which was compiled by Professor Sun Zilin, was officially released.

The purpose of the construction of basic endocrine departments in Jiangsu Province is to improve the diagnosis and treatment ability of "three diseases" (diabetes, hypertension, thyroid disease) in the basic level. The incubation center and sub incubation center will continue to empower the grassroots through three stages of theoretical knowledge, skill training and clinical practice, and gradually complete the "three diseases" capability improvement in three years. At that time, within the whole province of Jiangsu Province, an orderly link will be established between three levels of medical institutions, including grass-roots characteristic departments, grass-roots Diabetes Complications Screening workstation, grass-roots medical and health institutions, and an orderly link will be established "Two screening and three prevention · hospital community integrated diabetes management" system, giving full play to the prevention and control ability of primary medical institutions.
Professor Sun Zilin stressed that there are strict standards for the construction of endocrine departments at the grass-roots level. These standards need to be implemented and no fraud is allowed. In the future, we hope to rely on the incubation center and sub incubation center to drive at least 500 medical institutions in more than 2000 medical institutions in Jiangsu Province to do a good job in diagnosis, treatment and prevention of three diseases at the grassroots level.

It is reported that based on the continuous deepening of medical and prevention integration and the accumulation of basic public health service innovation pilot projects in the past three years, chronic diseases will be taken as the breakthrough of medical and prevention integration, starting from both hospital management and patient management, reflecting the new development of grass-roots health in the new era.
Skills competition for screening and prevention of diabetes complications at grassroots level
The competition plans to start the registration of online and offline competitions in May 2020. Among them, online competition focuses on Knowledge Q & A; offline competition pays more attention to the "basic skills" of participating medical institutions. After the medical institutions sign up, the organizers will carry out strict qualification examination and summary of their usual performance. Adhering to the principle of "work in ordinary times, award to practice", the usual performance will account for 60% or more of the total performance. At the same time, the competition will also set up organizational awards to commend the outstanding performance of the municipal health committees in the process of competition.
