More than 40 universities, including Renmin University of China, Nankai University, Southeast University, Shanghai Jiaotong University, and University of Chinese Academy of Sciences, have issued enrollment brochures. The total enrollment of doctoral students will reach 100000, causing public concern.
Some people think that at present, the expansion of doctor recruitment has slowed down the employment pressure of college graduates to some extent. However, some expressed anxiety that the depreciation of undergraduate and master's degrees would accelerate, which would affect future employment. Others question the quality of training after enrollment expansion.
In fact, as early as 2018, the Ministry of education has clearly proposed that the total enrollment of doctoral students in China will reach 100000 in 2020. In March this year, the website of the Ministry of Education published several opinions on promoting the integration of disciplines and accelerating the cultivation of Postgraduates in the field of artificial intelligence in the construction of "double first-class" universities, which also reiterated the goal of moderately expanding the scale of doctoral postgraduates, and proposed to promote the structural reform of the supply side of high-level talents and accelerate the development of doctoral degree education. The expansion is just a matter of putting earlier plans on the agenda.
It should be noted that the expansion of doctoral enrollment is the general trend for the national society and the development of colleges and universities themselves. On the one hand, China's industrial upgrading and economic transformation are in a critical period, which requires a large number of high-level talents. To expand the scale of doctoral enrollment and develop doctoral degree postgraduate education is not only the need to promote the construction of China's human resources power and enrich the reserve of high-end talents, but also the need to promote China's industrial upgrading and economic transformation, matching the global ranking of China's economic volume and R & D funds. On the other hand, colleges and universities need to gradually optimize the structure of personnel training, expand the channels of doctoral student enrollment, expand the scale of doctoral student training, which is in line with the construction of first-class universities.
We should also understand the public anxiety behind the event. With the synchronous expansion of undergraduate and master's enrollment, the number of new graduates in Colleges and universities continues to be high every year, resulting in a lot of employment pressure. The government should increase its support to college graduates and introduce active employment promotion policies.
Of course, as the highest level of academic qualifications in China, doctoral enrollment expansion should not be "one size fits all" and should be careful to avoid blindly following the trend. When drawing up the enrollment expansion plan and determining the number of admission places, colleges and universities may consider their own carrying capacity of running schools, the reserve of discipline resources and the demand of future society and scientific research market for doctoral talents, and adjust the training scale and training objectives in a timely and flexible manner. For example, in the face of the emerging key areas of "new infrastructure" in recent years, and the frequent outbreak of infectious diseases in the world, the recruitment indicators of doctoral students can be appropriately inclined to the major of artificial intelligence, clinical medicine, public health, etc., accurately expand the training scale of high-level talents in related disciplines, and meet the needs of national strategy, new business development and other high-level talents.
At the same time, we should fully face up to the current deficiencies of doctoral education in China, such as the quality of education is still difficult to meet the new needs of building an innovative country; in the process of doctoral training, the labor attribute is gradually strengthened, the student attribute is gradually weakened; the classification and elimination mechanism has not yet been established. Higher education must follow the road of connotative development, and provide high-level innovative talents with sufficient scale and high quality for economic and social development and national major strategies.
In the research and formulation of doctoral education development program, colleges and universities must adhere to the principle that both scale expansion and quality improvement should be paid equal attention to and carried out in parallel, and both "quantity" and "quality" should be grasped and both hands should be hard.
In fact, the increase of quantity and the improvement of quality complement each other. Under the background of expanding enrollment, doctoral training should also be carried out in a wide range of ways to prevent the emergence of academic guidance. At the same time, according to the actual situation, we should adjust and optimize the postgraduate training program, give full play to the main role of the postgraduate training unit, strengthen the construction of the Postgraduate Tutor Team, further improve the quality of training and dispel public doubts.
After nearly 40 years of construction and development, the overall quality of talent training in domestic universities has been greatly improved. It is expected that domestic colleges and universities will continue to increase investment in personnel training and institutional mechanism innovation, and strive to improve the level of running a school and take a good road of high-quality training of doctoral students from the aspects of adjusting and optimizing the layout of specialties, matching and strengthening the teaching staff.

University of Chinese Academy of Sciences
Introduction to the enrollment of doctoral candidates in 2019 by the University of Chinese Academy of Sciences: in 2019, USTC plans to enroll more than 7000 doctoral candidates in more than 160 disciplines of philosophy, education, science, engineering, agriculture, medicine and management (the specific data is subject to the enrollment plan of 2019 officially issued by the Ministry of Education).
University of Chinese Academy of Sciences enrolls 12789 tutors in 2020, including 7070 doctoral tutors.

The enrollment indexes of master's and doctor's graduate students have increased to 2281, with an increase of 30.2%; among them, 632 have academic degrees and 1649 have professional degrees, with an increase of 36.5% and 28% respectively compared with last year. Air Force Medical University
The Air Force Military Medical University also recently issued a notice on increasing the enrollment plan for graduate students in 2020.
